    Start by cutting 1 by ¼ inch strips of multicolored construction paper. Use your tweezers to apply a dab of glue to one end of the strip and form a loop, holding it for 6 seconds to dry. Repeat this process, alternating colors, until your chain reaches 16 inches.

  2. Create a Smaller Chain:
    Using the same method, form a smaller chain of approximately 13 inches. This will be placed above the larger chain for a layered effect.

  3. Prepare the Bamboo Skewers:
    Cut two bamboo skewers to a length of 9 inches each. These will hold the paper chains in place.

  4. Create the Fringe Tassels:
